Newlon Housing Trust is a successful charitable housing association and one of the major providers of new affordable housing in north and east London.
The Building Safety Manager is a new role to Newlon which requires excellent communication skills, both written and verbal, with the natural ability to network and build effective relationships within the departmental team(s) and with key stakeholders across the organisation.

Following the Building Safety Act that was given Royal Assent on the 28 April 2022 and the Regulatory System, this role has been created to prepare Newlon for the anticipated changes in regulations, managing Building Safety Officers and developing our safety case and safety management system.

The Building Safety Team will be responsible for ensuring that the building safety records are kept up to date, ensures that change control properly takes safety into consideration and that all details are recorded, creates and reviews the safety case, and acts as the liaison with the regulatory agency/agencies and reports incidents and escalations to the relevant person.

 

Purpose of the role:

  • To develop and lead the Building Safety Officers and the Building Safety Manager will be responsible for ensuring that our fire and building safety responsibilities in relation to high risk buildings are effectively and robustly carried out and that our obligations to regulatory bodies in respect of building safety are met.
  • Support the Head of Building Safety in respect of fire and building safety to ensure that we meet our current and anticipated regulatory obligations. To deliver a robust and risk-based approach to building safety which is proportionate and offers best value.
  • Establish processes for incident reporting and management and for escalation and reporting to the duty holder and regulatory body/bodies.
  • Liaise with internal and external stakeholders on matters of fire and building safety in relation to Newlon’s high risk buildings.
  • Liaise with external agencies and other housing providers to keep abreast of what approaches others in the sector are taking.
  • Support the Head of Building Safety in the development of Newlon’s Building Safety Management System ensuring that it addresses the requirements of the regulatory regime.
  • Work closely and collaboratively with colleagues in Development, Asset Management, Special projects and Building Services to identify high risk buildings and develop the digital record for those buildings. Develop plans with these teams for the delivery of fire safety work on these buildings including any further investigations or interim measures as required.
  • Develop building safety case templates for identified high risk buildings.
  • Recruit and manage Building Safety Officers to maintain the digital records and review the safety cases for our high risk buildings. This includes the creation of role profiles and competency requirements.
  • Be involved in the development of our design and fire strategies for new high rise developments.
  • Take handover of O&M records from Development and put processes in place to ensure that those records are kept up to date including managing the digital data in conjunction with Asset Management.
  • Review works undertaken by Newlon’s Repair team to understand and advise on the safety implications and work with those teams to develop acceptable solutions
  • To develop strong and effective relationships and promote building safety within Newlon to ensure that all our activities contribute to improved resident safety. .
  • Develop a resident communication plan for building safety, engaging residents so that they understand the emergency procedures for their building and work with Newlon in ensuring fire safety arrangements are effective.

 

Work with front-facing staff to deliver

  • Training and familiarisation on fire safety awareness and terminology
  • Resident friendly versions of fire safety documentation
  • Systems for disseminating fire safety information to the front line

 

Other responsibilities

  • Delivery of daily, weekly, monthly and yearly data and design and provide regular reports to the Head of Building Safety, and ad hoc reports as required.
  • Attend evening and weekend meetings, it is expected that all Management staff take part in the service delivery Out of Hours service, this is a compulsory part of this role.
  • Develop policies and procedures, ensuring Newlon’s building services are delivered in line with statutory and regulatory requirements, Health and Safety, best practice Newlon’s policies and financial regulations and keep abreast of legislative changes.
  • Deliver customer focused services that provide increasing resident satisfaction. Involve residents in service monitoring and be proactive in anticipating and resolving issues
  • Maintain strong communication channels with all internal and external customers
  • Promote a positive health and safety culture, ensuring, as far as practicable, that activities are carried out under your control and in accordance with Newlon Health and Safety policies and procedures.
  • To undertake any other duties as shall be requested by the Head of Building Safety.

 

Key performance indicators:

  • Implementation of escalation and Incident management and reporting processes
  • Creation of Safety Case for high risk buildings
  • Creation of a Resident Communication Plan
  • Delivery of resident friendly FRAs and Safety Case documents
